BPAY is a biller-directory + batch payment system. Every registered biller has a unique Biller Code and each customer of that biller has a unique Customer Reference Number (CRN). You initiate a payment from your bank's BPAY interface using those two numbers — the biller code identifies who gets the money, the CRN identifies which account inside the biller to credit.
The payment flow:

This is why BPAY is called a "rail" rather than a real-time payment. The rail exists specifically for bills where an overnight window is acceptable.
